Work Plan
The main lines of activities in 2004
The Szeged Centre for Security Policy (www.scsp.hu) wishes to further promote the Euro-Atlantic integration of the region, to support the establishment of the Euro-Atlantic area, the dialogue among the South Eastern European countries, to contribute to strengthening trust and confidence as well as to the prevention of crisis. The SCSP has been committed, and will remain so, to the principle of gradualness and to the bottom-up approach in fulfilling the above aims.
Upon the recommendation of the Supervisory Board in 2004, the Centre has reached out to Eastern Europe as well, and has invited new countries like Ukraine and Bulgaria to be part of its work.
The main tasks of the Centre in 2004:
promotion of the Euro-Atlantic integration of the region by presenting and exchanging experiences on the Hungarian democratisation process,
establishing further contacts with national and international organisations;
acceleration of the democratisation process of the countries in the region;
strengthening trust and confidence, crisis prevention;
providing assistance to politicians, civil servants and municipal officials, economic leaders as well as civil organisations from Albania, Bosnia and Herzegovina, Bulgaria, Macedonia, Serbia and Montenegro, Ukraine for gaining deeper insight of the European processes;
enhancing the Szeged Process;
enhancing the Szeged Small Arms Process;
disseminating genuine information;
extending the scope of the Centre's activities towards economic and scientific fields;
improving the conditions of the educational line of activities;
continuing the educational training programmes (C-1, C-4, C-8);
continuing the youth projects;
further development of the data base and archives;
'exporting' security by presenting the Hungarian experiences;
increased public information;
acting as catalyst in the fight against terrorism and organised crime;
launching peace partnership and co-operation projects;
facilitating the democratisation process of armed forces and law enforcement agencies;
exchanging experience on defence and institutional reform;
developing the regional and cross-border co-operation;
launching the second phase of the 'Northern Light' project.

Project: Regional security building within the European framework in Central Europe: the case of Hungary

The security policy situation of Hungary is quite unique. Hungary is a new member of NATO and on its way to EU. But Hungary’s situation in Europe is different from most other NATO and EU members. Today no one of Hungary’s neighbour states is a NATO member and no one is likely to become a member for several years. Also most of Hungary’s neighbour states will most probably enter EU much later than Hungary. Hungary is the only new member directly bordering a conflict and war zone, former Yugoslavia.The study will deal with Hungary as a new member state of NATO and its ideas and aims as member and experience so far – for example Kosovo war. Of special intrest is Hungary’s relations to this Balkan neighbours and Ukraine, states with different security policy.How is or could security be buits up in this region? Are there different ideas about it? How will Hungary aim to strike the balance between all---European (OSCE), NATO, EU, regional and subregional approches to security? Will it seek “exclusive”rather than “inclusive” solutions towards the Balkans? How will the “new dimension of security” be handled in difference fora and organisations? How do we apply the qualiytical concept “security complex” to the Hungarian setting?
